Nickel Water Environmental Quality Standards
Various aspects of the EU legislative framework impact on nickel and some topic areas are
closely inter-related. In certain circumstances topics are closely linked but are the responsibility of
different departments within the Commission. One such example is the Nickel Water Environmental Quality
Standards (EQS). The need for such standards is being determined within the framework of Water Quality
Directive by DG Environment. This piece of legislation is proceeding at a faster pace than the EU Risk
Assessment despite the fact that determination of EQS for nickel should depend upon the outcome of the Risk
Assessment, which is also the responsibility of DG Environment. Industry's view, supported by the
Rapporteur (Denmark), is that the Risk Assessment should determine the need, or otherwise, for EQS for
nickel. To date that view is contested by the department within DG Environment responsible for the Water
Quality Directive.
